He holds a BS in Telecommunications Engineering from Universidad Católica Andrés Bello, a MA in East Asian Studies from Columbia University, a MSc in International Politics from the School of Oriental and African Studies, London University, and an advanced language diploma from Beijing Language and Culture University.
