It’s been four years since China and Iran signed the 25-year, $400 billion strategic cooperation agreement that has yet to get off the ground.

That lack of progress in implementing the deal topped the agenda this week during a meeting between Samad Hassanzadeh, head of Iran’s Chamber of Commerce, Industries, Mines and Agriculture, and Chinese Ambassador Cong Peiwu.
