Democratic Republic of Congo President Felix Tshisekedi surprised many late last week with an announcement that the controversial Sicomines deal has been successfully renegotiated.

Tshisekedi had made reworking the controversial resource-for-infrastructure deal with a Chinese consortium that included firms like Sinohydro and China Railway Engineering Corporation a key goal of his political career.
