China-Philippines Sparks Fly at Munich Security Conference

China’s former vice-foreign minister Fu Ying said China wouldn’t accept the Philippines permanently occupying constructed facilities on islets in the South China Sea:

“China cannot agree for the Philippines to occupy Second Thomas Shoal and Sabina Shoal, because that is a violation of the Declaration on the Conduct of Parties in the South China Sea,” Fu said. She was referring to a 2012 non-binding agreement between China and the Association of Southeast Asian Nations (ASEAN)
