Vietnam’s powerful legislative leader, Vương Đình Huệ, kicked off a five-day visit to the Chinese capital on Monday with a meeting with President Xi Jinping.

Huệ was received by Xi almost as if he were a visiting head of state, which may, in fact, be part of the plan. The Vietnamese lawmaker is poised to become the Southeast Asian country’s next president following last month’s dismissal of Võ Văn Thưởng.
