China’s New ‘Global Security Initiative’ Promoted in Africa

China is planning a new international security architecture. And while few have any clear idea of what it will entail, it’s already being promoted in Africa. 

The “Global Security Initiative” was announced during Xi Jinping’s address to the Boao Forum on April 21. The forum has frequently been the occasion to announce new policy directions. In the two weeks since the announcement, China-watchers have puzzled over the exact nature of the initiative.
