Chinese Special Envoy Visits Djibouti as Part of Horn Tour

Xue Bing, China’s recently-appointed Special Envoy to the Horn of Africa, continued his tour of the region with a visit to Djibouti. He held separate meetings with President Ismail Omar Guelleh, and Mahmoud Ali Youssouf, Djibouti’s Foreign Minister.

He has received a warm welcome in Eritrea, Ethiopia, and now in Djibouti. The tour seems mostly aimed at meeting key stakeholders, and few substantive discussions have been mentioned. However, Djibouti’s state press said the visit “relay[s] China’s desire to organize a peace conference for the countries of the Horn of Africa.”
