Xi’s Pledge to Halt Building Coal Plants Overseas Sparks Mix of Excitement, Confusion, and Even Some Concern

Environmentalists around the world celebrated Chinese President Xi Jinping’s announcement at the UN this week that Beijing would stop building coal-fired power plants overseas.

But the news prompted concern in some of the countries where more than 20 Chinese financed coal-fired power units are under construction. These include South Africa, Zimbabwe, and the United Arab Emirates among others, according to data from the Boston University Global Development Policy Center (GDPC). Another 17 projects are now in the planning stages and may be cancelled.
