Kenyan Court Orders Government to Publish Chinese Loan Contracts For SGR

Mombasa High Court Judge John Mativo's ruling that the Kenyan government must release the contract with Chinese creditors for the Standard Gauge Railway.

Two civil society activists in Kenya, Khelef Khalifa and Wanjiru Gikonyo, have won a massive victory in their longshot campaign to force the government to release its contracts with Chinese creditors for the multi-billion dollar Standard Gauge Railway (SGR).

The Attorney General and two Cabinet Secretaries insisted for more than a year that they would contravene Kenya’s constitution and national procurement laws by refusing to release the contracts. Their arguments shifted from national security reasons to the signing of a non-disclosure agreement with the China Exim Bank.
